Luvdisc, perhaps? Honestly, Smeargle doesn't pack that much of a punch either, but it's a fairly valuable Pokemon for its sheer versatility.

Versatility can be more useful than pure power if you use it well. What can Luvdisc do, beyond looking nice for Valentine's Day?

Not much, I'm certain. It's possibly one of the most unremarkable Water Pokemon out there... and believe me, there are plenty of those.

With such a large pool of species for the type, is it really that surprising that so many would be less than impressive? Unimpressive dragons are probably harder to find.

True enough, I suppose... but then you have, well, Ice, which has its standouts but is mostly just unfortunate.
