Apparently so! I think you have to beat an entire league anyway to unlock Elite challenges, but I could be wrong.

That's not such a bad thing. It gives you enough time to build up your team to the necessary level, and it proves you can handle yourself in a fight.

I agree! Although thinking about it, I doubt a gym leader would turn down a friendly non-elite rematch, even if you won the first one.
