For a long time it just meant a warmer or colder year once in a while. But at some point we damaged it enough that they had to send people to live in space, to give the planet a chance to recover. I'm pretty sure this land isn't nearly as bad off.

We built up dozens of self-reliant colonies up there, hundreds of years ago. They're not as pretty or convenient as the Earth itself, but the cost of living is cheaper. Most people never bother leaving theirs, even for tourism.
