Well, perhaps it isn't a lie so much as a generalization. A Pokemon can be born with such talent and tenacity that it could overcome the typically expectations of it's species to become something incredible. Just like children prodigies, there could easily be Happiny prodigies that grow into powerful Chanseys. I'm sure if it evolves into a Blissey, you would be even more shocked. Ah, true enough. You certainly could! It wouldn't hurt at least.
